Agreed. Things like static IP addresses and storage incur costs over time regardless of whether they are in use. But a limit would at least prevent new resources like this from being provisioned. Cost management at AWS is an absolute mess. And I believe it is done on purpose. I was tasked with finding out how much a virtual machine was costing us. It didn't have tags. The task was very literally impossible.
