You can still set up Windows 11 home without a Microsoft account, I just did it today on a new PC setup. You get connected at first, get the updates, then when the computer wants you to put in your account info you unplug Ethernet, or put the computer in Airplane mode. I put it in airplane mode, hit the back button and got to where you put in a local account.
