The people? Like it or not developing stuff like this is not illegal, and expecting people to grow a conscience when their livelihood depends on not having one is pointless. The unfortunately cynical answer is that we need to have representatives that will put laws in place to prevent this. It's both simple and complex due to the political landscape, but that's the only real long-term solution.
