Try dumping waste into your neighbor's property and see what happens. The reason why externalities happen is because government is not enforcing property rights

Uh, how do you measure where CO2 is being dumped and whose property it is when, say, someone is driving around? And who does all that measuring?

  It's easy to calculate Co2/Mile for a given Car make/model. Essentially, it's Carbon Tax.
