I would say that is an oversimplification. People use Delphi, but it's not aimed at hobbyists, independent developers, or arguably even small businesses. Embarcadero (owner of Delphi) goes for the deep pockets and the enterprise. The very obvious problem with that tactic is you dry up your grassroots. Which was a problem for some years.
To compensate, Embarcadero now leans on its free Community Edition of Delphi and cheap school/academic licenses, to create a developer talent pool. The other quiet thing that they do is also lean on open source Free Pascal/Lazarus to help build an Object Pascal community and more interest.
For those that don't know, Delphi is a dialect of Object Pascal. Lazarus allows importing of Delphi projects, and is a pretty similar dialect, though there are differences.
Another element of the game played by Embarcadero (and Borland before it), is a lot of people don't realize they have a foot in the C++ world too, with their C++ Builder and open-source Dev-C++. They have other products in which they get revenue from too or to get attention.
