"Self driving could save tens of thousands of lives (perhaps hundreds of thousands worldwide) each year..." Launching a self driving car which crashes head on into traffic is not a good start. If they used unmaned Teslas for the live traffic tests they would be risking less lives. /s It is interesting that consumers kind of volunteer to test a potentially lethal product. I say "kind of volunteer" because they are actually paying for the car.
