How about an automated airport that is battery powered. The flights are short run between municipal air ports. The take off, flight, landing, is all automatic.

The airplanes dock with contact free charging in a lot before take off. A solar bank could charge the aircraft. Since they are short run, they do not need state of the art batteries but maybe lipo would work.
