I enforced it via code review, but this worked because I lead by example by seeding the entire project as the architect. However, my mandate for 100% code coverage eroded over time because people are either lazy or just not smart enough. Here is the thing, that's ok because when the shit hits the fan then it will be their responsibility to stand and explain why their shit code caused an issue. Practice what you preach and ship excellence and if you do it well with good management then you'll be able to shape the team. Otherwise, good luck because we have yet to iron out what good quality even means.
