If anyone is interested I just updated a bunch of my example Docker apps to use TailwindCSS v3. That includes examples for Flask, Django, Phoenix, Rails, Node and Play. It took longer to rebuild the Docker images than making the v2 to v3 Tailwind specific changes. In my case it came down to deleting and renaming a single property in my Tailwind config file.
