I'm not 100% clear on the laws there but I know that is why most bullets are still lead core (in addition to cost factors). lead ammo bans are a way to ban guns without banning guns themselves, similar to 'microstamping' and other odd proposals. Basically mandate something that makes it so costly that no one can do it
