Spending $250 in order to get a well implemented and well designed HTML and CSS framework for your app sounds like money well spent to me, depending on the circumstance. If you're an expert or pro at CSS, then yes, that's expensive. But if you have a little budget and need to make some quick progress on a new site, it's a great deal. Hiring someone who can recreate these designs and give you exactly what you want is probably going to cost more than $250.
