I've viewed that flag as an admission or convenient hookup point for new features under development, and have taken to adding a `--moo` or `--wip` flag which is a convenient starting point for adding something new to a utility. It's much easier for a developer that's new to a project to make `--moo` do something different than it is to perform all the ceremony to get a `--feature` going in the first place.
