I see people disagreeing if this is Microsoft or Google's fault. I think if there is a use case for using a 3rd party app for the 911 call, either A. Google should have some way of detecting if the 911 call went through and/or B. Have a popup when you call 911 through a 3rd party app that says "that didn't work, force my 911 call through" which uses the system phone app.
