Excel has a scripting/macro language that allows custom functions, including fairly easy access to regular expressions. I got a job a couple years ago that didn't officially involve programming, and the first thing I did was a quick & dirty implementation of most of Oracle's regex function interface. This sort of thing can be reused with most Microsoft Office applications, too.
