Since the DNC is organizing the Democratic primaries and therefore makes the rules, it - by definition - cannot "cheat" in the primaries. Did the establishment use every available lever to ensure that their preferred candidate had a leg up and that any outsider candidate was disadvantaged from the start? Bet you they did. Just as any establishment power usually does.
