  To be precise, authoritarian designers who must feel some sort of pleasure in forcing everyone to conform to their ideas. There were certainly designers involved in Windows UI since the beginning, but their purpose seemed to be more of deciding on good defaults (and allowing those who didn't like them for whatever reason to change things like fonts, sizes, colours, etc.) I recall some of the marketing wankery around Windows 11 advertised it as being the "most diverse and inclusive". Maybe the designers were.
