this seems to put all the onus on drivers. in my experience driving in SF, i'll be in the middle of the intersection waiting to turn left (its unprotected) and light will be yellow turning red. And i have a shot to go left but then an idiotic biker or pedestrian will walk even though it says "dont walk". leaving me to be stuck in the intersection. people often ignore those pedestrian lights completely and dare you to hit them. dont get me started on bikers who ignore all lights and zip out in half a second
