What we need is a trustless trust infrastructure on which identities can be verified by anyone. Governments around the globe can verify their citizen's and companies identities as well as each others, until we have a decentralized network of trust that includes all people and relevant corporal and organisational entities. Emails are signed by all of these entities, and people choose which emails they'd like to consider through choosing trust providers, a role that'd be taken by governments or other organisations. Hence we get a distinction of emails generated by people and corporate accounts; and corporate accounts can be blocked until their communication behavior is determined acceptable. Communication challenges between corps and people suddenly are worth being treated right because they can be closed any second. Communication channels between pairs of entities _exist_, that's the first innovation actually.

Also, how does one revoke ones identity if one loses control of it. I mean, identity theft is common currently?
