The fact that authorities have been including in the "unvaccinated" people who
* had their first shot and waiting for the second (three weeks)
* had their second shot less than two weeks prior
has been a sticking point to me since early summer.
We do not know how many of the "unvaccinated" were simply vaccinated people who were not considered "fully vaccinated" and that makes a difference.
CDC was presenting some information about breakthrough cases among the "fully vaccinated" but they stopped doing that.
