TL;DR: The document was signed using a signature issued by a country that was not recognized by the other as being a legal electronic signature provider.

    I suppose it'd be part of DocuSign's job to validate whether the given electronic signatures are legally binding in the relevant legal systems. If they don't, then their service seems useless.
