I would suggest unenforceable laws are not only ineffective but have a net negative consequence on society. Maybe this is enforceable, but I'm certainly nowhere near clever enough to imagine how it could be enforced and given the state of things like drug and human trafficking I'm not convinced a politician will be clever enough either.

It's simple if you actually want to do it in good faith and not try to find every possible excuse not to do it: any citizen encountering issue and being unable to reach human support can make a complaint to a government agency who will attempt to reach human support using reasonable means that the citizen would've done (and documenting the process as evidence). If they can't get through it the company is sued for a certain amount of money proportional to its revenue as a deterrent.
