I would be really annoyed by this. However, I doubt it's part of an intentional scheme to mess with people; it sounds more like a company which doesn't quite have its act together. I say "company" rather than "team", because making sure that hiring happens cleanly is one of those legally fraught areas where the top levels of the company should be making sure it happens correctly (not that they should be picking who gets hired, but making sure the process is followed correctly). So, while I'm glad they're sharing their story, they probably dodged a bullet by not working for such a company.
