Just like drugs, this is unsolvable because there's just so much money to be had without basically banning foreign students from attending American universities. I have a close friend who used to get paid $5k-$10k per (Chinese) student to take tests fore them until she started looking too old to pass for a student. When she aged out she just started a "Test Prep Center", and now has about a dozen test takers working for her. She spent more $$ on her house in Palo Alto than I will make in my career. That's just capitalism.
