Twitter has become a self-absorbed status tool for people who believe the supposedly correct things. These days, one of those things is thin-skinned censorship. Allowing payments would reveal that their most popular users are people that do not agree with the worldviews of the Twitterati. If it comes down to charging marketers for some hand-wavy conception of "reach" that can't be attributed, or direct attribution that would definitively show that Twitter is a biased dumpster fire, Twitter will always pick the former.
