My policy has always been to respond to their linkedin messages saying thanks for reaching out but i'm not interested right now. One of those ended up becoming my current job. The outside recruiters, "I have a client in XYZ industry with 100M in funding!" type where they don't even tell you the name of the company, you should just ignore.
