  Does Israel have a lot of startups because of free healthcare or simply because it benefits from a culture that encourages startups? They also have a higher average education level which probably helps to some extent. No saying that healthcare is not a factor, I just doubt that the parent's explanation that free healthcare is holding back would-be entrepreneurs is well-founded.
