I think there is a risk of over complicating the rules in doing all that you suggest. Baring in mind copyright law affects everyone, having something that is easy to reason with is definitely a feature rather than a problem. That all said, I do think the concept of different terms for different rights is an interesting idea that deserves more discussion.
