If someone offers you money while at the same time providing a list of things you need to do to get that money, they are paying you to do those things.

  You are agreeing for them not to pay you standard pay for 24 hour availability. The company is getting out of paying for that availability.

    So if you insist on not doing oncall and they reduce your salary, were you getting paid for oncall or not?

      If you are expected to be on call you should calculate that as part as your hourly salary. You can quickly be a person that is working below minimum wage.
