I'm not sure how much to read into that at this point, as every variant of COVID would average out to "mild" to non-existent symptoms across most of the population, but causes enough mayhem with a small percentage to become trouble at scale. Given the effective "punishment" of South Africa for being vigilant and detecting the variant, she's also incentivized to lean towards optimism. Who knows. Maybe it'll end up raging across the population with little downside and the end result might be advantageous. We can't know yet.
