Because Germans monumentally hate subtitles. I know that because I am Deaf and I would like to have subtitles even using German services, but they hate subtitles so much that they even won't have optional subtitles. Probably because some Hinterwäldler accidentally turned on subtitles and bogged down support by being livid and not listening to the simple solution of turning subtitles off.
