A couple years ago I went for a setup with a regular (gaming) computer screen, speakers, a TV tuner (DVB-T in, HDMI out), and a computer at once, but it works without a computer as well. Noname TV tuners tend to be pretty "dumb", it seems: neither requiring Internet access, nor showing ads. Though not sure if you even need a TV tuner; sounds like just a computer screen and speakers may suffice.
