Sure, Windows collects a lot of telemetry, but Microsoft takes great pains to ensure these data are privacy-protecting. On the other hand, if you assume an OS from an authoritarian regime is collecting info, it would seem that by definition, they want to know exactly who you are. I'll even give Apple and Google the benefit of the doubt that they're similarly (to Microsoft) concerned about protecting PII.
