Living around Washington DC and Baltimore, I see examples of Pittsburgh Lefts almost every day. I assume this is a widespread practice. As stated in the article, there is no legal basis for it, but why is that? Seeing how so many do it, why not create a legal basis for it?
Similarly, people will often drive with their emergency lights on if the road visibility is sufficiently degraded due to stormy weather. This is also technically unlawful, but it is so commonplace, it really makes one wonder why laws have not been amended yet
