- ornornor 5y agoThey also have programs to tackle drug addiction. The effects can't be attributed solely on the death penalty when trafficking. If that worked, we'd have no murders in US states where it yields death penalty.

But likelihood of getting caught (consistency of enforcement) and penalty size can both mediate the incentive. I'm not sure why everyone likes to boil it down to "PENALTIES DON'T WORK ONLY SOCIAL PROGRAMS".
