It sounds like the DTs, or maybe a really wild hangover.
- dustintrex 5y agoFor what it's worth, alcoholism is a well known occupational disease for diplomats. Repeated tours to unfriendly host countries, isolation from friends and family, and a significant part of the job is hanging out at boring cocktail parties.
