Governments received a convenience from universities and private sector 40 years ago, where digital communications began existing and resource limitations made them exist in plain text. The government had no convenience of intercepting caches of private communications before then. Yes, I'm referring to any government of any governing system, even broad control everything governments would need to find the communication first, instead of going to the communications cache & depot.
Encryption is a reversion to the mean.
The state has to create better investigative tools, and do an actual investigation, if there are some behaviors it wishes to prevent. This isn't as controversial as they make it seem. The support of the state comes from its imagined omnipotence, thats what it advertises. But pulling the rug from under it, only to make them have to find/subpoena an actual suspect to get their communications instead of going to one server somewhere? That isn't nearly as absurd as suggested.
