I don’t know about HOAs, but it is extremely common now for apartment owners when they initially acquire a property to sub meter units and bill back those utilities that were included in rent back to the tenants. Rent is typically kept at the same amount, so this is effectively a raise in rent. Like you mention, I assume this lowers usage substantially as people are aware of the cost of their individual usage.
