It's a reference to something a Russian soldier said to a civilian in Berlin after it fell to allied forces in WW2. Some Berliners, who stayed in Berlin throughout the war, thought they could show that they weren't fascist supporters by calling out "Towarisch!" (another word for comrade) to the Red Army who were entering the city. Instead of being greeted back, they were laughed at then robbed.
