I have lived in a communist country where they use both the traditional and the technology methods for surveillance. Way more than any capitalist country and censorship (though also there is to some extent in westerner world but softer). I fail to see how the headline matches the fact that in capitalist countries there is surveillance with technology as a difference with where I lived.
