I had a rental car that had a giant screen replacing pretty much all buttons. eg. temperature control. It is IMHO just as distracting as using a phone. It's crazy that this seems to be missed by engineers and regulators.
If anything a mounted phone is easier because your eyes aren't covering a large amount of travel to find what you want.
This law is just a clarification on the existing law which had loopholes for people using cameras on their phones getting off
