That's always been my problem with this. For everything that timezones currently solve, they suggest using solar time instead. So time zones, with a new name. Currently we reference local time for most things, and UTC when coordination is required. The suggestion appears to boil down to using UTC (or equivalent) as the default, and time zones for everything that requires coordination. Except renaming timezones so we can pretend they were solved.
