Is there a way to have no operator without using blockchain? In theory, but with such a setup you might as well use a blockchain because that is the exact problem it solves. However, if government wanted to it could stomp out crypto. As decentralized as it is it's still groups of people doing things, and very visibly. For as much as the crypto community is anti-government they've been treated very nicely by most governments.
