I'm not sure if you're guessing, but DocuSign and Adobe Sign's per-envelope (not per signature) rate is expensive and doesn't scale down on volume as quickly as you'd think. In fact, to get lower rates.. you need to buy their "X" and "Y" products/addons (e.g. Contract Lifecycle Management). Bottom line is, whilst the name of this new service is bad and would immediately get a no from our execs, there is a market for a pay-as-you-go service like what they're providing.. especially as it becomes commoditised thanks to the pioneers.
