Those were my concerns as well. Your config file can stay simple, sure. But I'm pretty sure it won't. And from some years of experience with configuration management systems, configuration creation can accrue a surprising amount of complexity over time. Mostly because unlike the code they support, a config management system has to support many versions of the code and multiple versions of a configuration at the same time.
