This is more of the issue that prevents people from using it (and also a reason they don’t want to build it in the first place), as social perception is a very strong motivator. When a country is at the point where issues like kidnapping and murder are a widespread problem, now you’re talking about a complete failure of the law and government, and at that point public transportation is relatively low on the priority list.
