kind of? they are syndicating new international content that wouldn't have been syndicated at all, and they are doing a pretty decent job of getting some cult classics out to a broader audience, for example I've seen many Cowboy Bebop stickers and shirts on in the last few months, and their new live action hasn't come out yet (or just did), but they had the anime for a while. I would not say they are covering niches very well, which I'm fine with. Not in an elitist sense, but in a "most of it is trash and Netflix's recommendation engine is nightmarish" sense. So I wouldn't want to accidentally click on something and mess up my whole recommendations for one-country's bottom barrel media.
