In France we have subsidized HLMs (https://en.wikipedia.org/wiki/HLM https://en.wikipedia.org/wiki/HLM), and every city is supposed to have a certain percentage of habitation buildings be HLM, or pay a fine. I don't know if this system could be applied in the USA, though I could see progressives asking for it.
