A few issues with this. (1) it can be both. Disadvantages of dark skin tones combined with apathy/lack of effort to address it. (2) It can be an effect of systemic racism without being an intentionally conscious effort at white supremacy. (3) People did tune the technology specifically to improve for their main subjects, who were white. Again that's not to say they intentionally made them worse for others, but that was still the outcome. (edit: 4) do you disagree with anything specific in the article?
