  It is because CBT is often used by insurance companies to administer "return to work" programs for injured employees. The insurance companies choose which therapists administer the CBT program. The therapists that are more likely to drive their patient through to the end of the return to work program, and have their patient answer "I feel more ready to return to work" during sessions, is more likely to keep their job.
