The language in this article is heavily biased towards considering a camera on your porch to be "surveillance"; a loaded term that implies an invasion of privacy.
You have a reasonable expectation of privacy in your bathroom, at your kitchen table, in a public toilet etc. You don't have any reasonable expectation of privacy when standing on someone's porch. The home owner or a neighbour are not invading your privacy by seeing you standing at the porch.
And particularly if you are standing on that porch for the purpose of stealing a package.
The question of whether to report to the police is a separate issue, but really if you don't want to get reported to the police, don't steal packages. I don't think we are solving any problems by pointing the finger of blame at the person whose package was stolen.
